U.S. Customs Form: CBP Form 3499 – Application and Approval to Manipulate Examine, Sample, or Transfer Goods

U.S. Customs and Border Protection Form 3499 is the application to import goods for manipulation, examination or as commercial samples.  Many times importers will want to bring in just a very small sample of goods to be evaluated prior to placing a large order.  Similarly, overseas manufacturers may wish to attend U.S. trade shows so they can display their wares. As long as these goods are imported on a temporary basis, not for commercial re-sale, then they may be admitted duty free.  This form is used to apply to have goods imported in this fashion, and when returned with approval from U.S. Customs, serves as an importers authorization to clear the goods duty-free.
