U.S. Customs Form 450 – United States-Caribbean Basin Trade Partnership Act (CBTPA) Certificate of Origin

U.S. Customs Form 450 is the certificate of origin for goods claiming duty free or reduced tariff status under the United States-Caribbean Basin Trade Partnership Act (CBTPA). This trade agreement provides preferential treatment for imports from a variety of countries in the Caribbean region. The rules for qualifying goods as produced in one of these countries differ in certain ways from standard country of origin declarations, particularly as related to textiles and other politically sensitive items.

The countries party to the CBTPA are Antigua and Barbuda, Aruba, Bahamas, Barbados, Belize, Costa Rica, Dominica, Dominican Republic, El Salvador, Grenada, Guatemala, Guyana, Haiti, Honduras, Jamaica, Montserrat, Netherlands Antilles, Nicaragua, Panama, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Trinidad and Tobago, and British Virgin Islands.

If you are importing goods from one of these countries, you should fill out Customs Form 450 to ensure you pay the lowest possible duties on your shipments.
